Looking at the Nature and Direction of the Reform of State-Owned Enterprises from the Basic Stipulation of Institution

Abstract: In terms of the basic stipulations of the economic system and relations of production, and the development requirements of social productivity, the key of the reform of state-owned enterprises (SOEs) is to solve the problem facing the existence and development of the public sector of the economy under the conditions of market economy. The reason why the reform of SOEs has become the central link in the market-oriented reform of China's economic system is that it is the key factor supporting the operation of China's basic economic system. The institutional stipulations of the basic economic system determine that the basic direction of the reform of SOEs is the marketized operation of the public sector of the economy, and also determines the long-term stability of the basic direction of the reform of SOEs. According to the requirement of the combination of the public ownership system and market economy, adhering to the target model of the reform of SOEs and deepening the reform of the SOE operation mode are the basic institutional arrangement orientation which must be grasped for deepening the reform of SOEs.
