"Made in China 2025": A National Strategy in the "Intelligent" Era

Abstract: The world is experiencing a new industrial revolution, which is not to simply apply the Internet to the traditional industries, but to integrate the Internet, the Internet of Things, and the traditional industries, with intelligent manufacturing being the typical manifestation. As the main component of the new industrial revolution, intelligent manufacturing is not a fortuitous, isolated phenomenon, but has an inseparable relationship with three characteristics of the new industrial revolution—knowledge-intensiveness of the labour, digitalization of the instruments of labour, and objectification of labour. The new industrial revolution, which is centered on intelligent manufacturing, is open to all of the countries, including China. In order to actively respond to it and prepare the conditions for intelligent manufacturing, China should adopt the strategy of seeking super-growth of the human resources, prioritizing the growth based on light assets, and innovating cooperation between government and enterprises.
